President and CEO
Kelly began her career in human resources and staffing in 1995. After receiving highest honors at Central Baptist College and earning a B.S. degree in Organizational Management, Kelly quickly became a leader in her field. She became Vice President of Operations at over five locations with Employer Staffing Services of America in 1999 and Branch Manager at Manpower Professional in 2002 which provided the highest quality placements in accounting/finance, IT, engineering, and operational management professionals for the entire State of Arkansas. Kelly founded Office Recruiters and Professional Search Partners in 2005. Since then, Office Recruiters has been one of the top performing woman-owned businesses in Arkansas. With over 25 years of HR experience, Kelly holds a Certified Professional designation from the Society of Human Resource Management (SHRM-CP) and a Professional in Human Resources Management (PHR) designation awarded by the Human Resource Certification Institute (HCRI). Having both a passion for HR and human health, Kelly went back to school and became a Registered Nurse where she graduated with honors at Baptist Health School of Nursing. Known for her personable demeanor and professionalism, Kelly continues to develop strong, long-lasting relationships with both employees and clients.
Vice President of Administrative Services
For over 30 years, Royce has cultivated a high standard of a loyal and strong work ethic in upper management positions. Royce graduated from Texas Tech University with a B.S. degree in Industrial Engineering and began his professional career at UPS in 1985. After 13 years, Royce was hired at Baptist Health – Little Rock where he earned the titles of Director of Management Systems, Director of Procurement, and Training Manager. During his years at Baptist Royce was Lean Six Sigma trained. Some of Royce’s achievements during his 20 years at Baptist Health include leading a kidney transplant project resulting in an improvement in days-from-referral-to-transplant listing from 350 days to 120 days, combining and leading a cohesive procurement team from four departments, process improvement for purchasing and accounts payable (over $500 million annually), and planning and implementing training needs to instruct approximately 100 clinics, 1,000 staff, and 300 providers to use a new electronic medical record system. Royce joined Office Recruiters full-time in June 2019 and came prepared to immediately apply his career experiences to improving Office Recruiters processes to benefit our candidates, our staff, and our vendors.

Carly Carbine is a natural leader with over ten years in customer service. Carly earned a Bachelor of Science degree in biology from the University of Central Arkansas in 2010 and has since built upon her interest in the medical sciences. Her professionalism, organizational skills, and sharp intellect make her a valued team member at Office Recruiter’s.

Bailey Evans joined our team in 2020 and quickly proved herself invaluable. Bailey’s background is in management and customer service, and those professional attributes are ever evident in her interactions with others. Tony Mason joined the team in 2021, bringing a decade of administrative experience assisting his wife behind-the-scenes with her dog-grooming business, Blue Poodle Pet Salon. Keeping his mind in management and his heart in service, Tony perceptively recognizes and resourcefully works to meet the ever-changing needs of the team gearing all toward success.
